Silhouette by Master William James Hubard.  It is signed on the back "Cut with scissors by Master Hubard Without Drawing or (Machine?) at the Gallery of Cuttings and ...".  The bust of a gentleman in a top hat is identified as W. Coffin in pencil.  Celebrated in England as a teenager, he cut silhouettes beginning at age 12, and cut a silhouette of young Queen Victoria.  He came to America in 1824 and set up his gallery in New York.  Overall: 6" X 4 3/4".  Sight: 4 1/8" X 2 3/4".  Some toning.
